Refunds Policy
If the participants request cancellation and refund due to personal reasons, the following refund policy applies.
* 60 days ahead of the conference: 70% of payment refund
* 30-60 days ahead of the conference: 50% of payment refund
* Within 30 days ahead of the conference: 30% of payment refund
* After conference: no refund
Cancellation and refund request must be made formally by email.
The organizing committees reserves the right to change the dates and place of the conference due to force majeure. Losses thus incurred from the force majeure events shall not be liabled and refunds policy shall not apply as well.

Zhang Guanglin, Professor, doctoral supervisor and vice Dean of School of Information Science and Technology, Donghua University, Shanghai Young Top Talent, Shanghai Shuguang Scholar. He is mainly engaged in research on wireless communication network, 5G vehicle networking, energy Internet, intelligent edge computing, machine learning and its application. 

He has presided over 3 projects of National Natural Science Foundation, 2 projects of Shanghai Municipal Science and Technology Commission, 2 projects of Shanghai Municipal Science and Technology Commission, Shuguang Project of Shanghai Municipal Education Commission. And the central universities cross key, inspirational program, free exploration, young teachers project, etc.; In recent years, IEEE TON, JSAC, TCOM, TWC, TCC, TVT, TII, IEEE TCST, TNSE, IOTJ, ACM TOSN, ACM MOBICOM, TURC, IEEE He has published more than 80 papers in GLOBECOM, ICC and other important academic journals and conferences at home and abroad, and has authorized 25 national invention patents. He is the secretary-general of ACM Shanghai Branch, member of Youth Working Committee of China Society of Communications, and member of Intelligent iot System Modeling and Simulation Professional Committee of China System Simulation Society. Served as the Vice Chairman of the Local Committee or Procedure Committee of ACM TURC 2017-2021, and won the ACM Outstanding Service Award in China for three consecutive years from 2017 to 2019.

Prof. Zhao Shengjie, Professor and doctoral supervisor of School of Electronic and Information Engineering and School of Software, Tongji University, Dean of School of Software, Fellow of the International Eurasian Academy of Sciences, winner of "Scientific Chinese Person of the Year 2014" Award, Academician of Bell LABS Technology Institute and member of Advisory Committee of International Institute of Technical Economics, Development Research Center of The State Council. He holds a Ph.D. in electrical and computer engineering from Texas A&M University and a bachelor's degree from the University of Science and Technology of China.

Professor Zhao Shengjie has more than 20 years of international and domestic industry experience in the fields of artificial intelligence, big data analysis, intelligent video processing, digital signal processing and network communication. He has led and participated in several research and development projects in the field of electronics and computer. Professor Zhao Shengjie has published more than 60 papers in the international electronics and computer field of the top journals IEEE Journal, Nature Scientific Reports, Bell Labs Technical Journal and IEEE international conference. Holds more than 30 U.S. and Chinese invention patents or patent applications, Best Paper Award for workshop on Big Data Sciences, IEEE INFOCOM 2016 Best Paper Award for workshop on Big Data Sciences, Technologies, and Applications BDSTA 2016).
